Teaching in Australia - Finding a Job
Australia has a federal government system with federal and state laws. In the teaching profession, each state has an organisation that is responsible for teacher registration or accreditation.
In order to teach in an Australian state school, teachers must be registered with the relevant state body. You don't need to be registered to teach in a private school.
Overseas Trained Teachers (OTT) wanting to teach in Australia need to have their qualifications assessed.
OTTs wishing to migrate to Australia should undergo a Teaching Skills Assessment prior to arriving in Australia, and OTTs who are wanting to take part in the working visa should have a Comparability Education Assessment done on their qualifications.
A Comparability Education Assessment involves submitting your documents to Teaching Australia and paying a fee. Teaching Australia will evaluate your international qualification and will issue to you a document that details placing your qualifications within the Australian Qualifications Framework.
Information on what documents you need to submit to Teaching Australia can be found here. The documents you submit must be provided with an English translation that has been prepared and certified by a translation service approved by Teaching Australia. If you are applying from outside Australia, check with the Australian Embassy or equivalent for advice. The fees have not yet been set, please go to the Teaching Australia website for more information.
New Zealand citizens may enter Australia to visit, live and work without restriction, and so, should approach the state organisation responsible for teacher registration directly.
Certified Documents All documents submitted to a government department or a teacher registration authority must be certified to be true and accurate copies. You will find more information about the requirements in Australia here.
Teacher RegistrationVictorian Institute of Teachers is the statutory authority for the regulation and promotion of teaching in the state of Victoria.
In order to register to teach in the state of Victoria you will need your teaching credentials and if you completed your teaching qualification in a language other than English, you will be required to take an English test. You will need any one of the following:
• A level 7 result in an International English Language Testing System (IELTS) test in each section (speaking, listening, reading and writing). For information on where this test can be taken, visit the IELTS website.
• A level 4 result in an International Second Language Proficiency Rating (ISPR) test in each section (speaking, listening, reading and writing).
• A result in Band A of the Professional English Assessment for Teachers (PEAT) in each section (speaking, listening, reading and writing).
Teachers registering for the first time will be granted provisional registration. If you are able to prove you have sufficient experience, you may be able to get full registration immediately.
The costs involved in being registered by the Victorian Institute of Teachers are $AUS 64 annually and an application fee for OTTs of $AUS 65. In addition, you will need to pay to take the English Language tests if required.
New South Wales' (NSW) Institute of Teachers - is the accreditation authority for the teaching profession in New South Wales. This must be the most uninformative site I have come across in my research so far, however the Department for Education and Training (DET), which is the organisation that employs teachers in NSW, is much better. They publish information on qualifications teacher need to register, and an online application form.
You can search the Jobs section of the DET website for a suitable position and make your application.
Queensland College of Teachers (QCT) - is an independent professional body representing all members of the teaching profession in Queensland
In order to teach in Queensland, teachers must be registered. In order to register they need to have completed a pre-service teacher education programme equivalent to a degree and a one year graduate pre-service teacher education programme. If you have completed this qualification in one of these countries you are exempt from having to prove your ability to communicate in English at a professional level:
the UK, they USA, Zimbabwe, South Africa, Canada, New Zealand, or the Republic of Ireland.
If you were awarded your teaching qualification from a country not on the above list then you will need to sit an English Language test as follows:
• A level 7 result in an International English Language Testing System (IELTS) test in each section (speaking, listening, reading and writing). For information on where this test can be taken, visit the IELTS website.
• A level 4 result in an International Second Language Proficiency Rating (ISPR) test in each section (speaking, listening, reading) and a level 3+ in the writing section.
The costs involved for OTTs are $AUS 182.50 of which $AUS 90 is refundable if your application is not successful. There is an annual registration fee of $AUS 60 which must be paid in order to remain registered.
South Australian Teacher Registration Board (TRB of SA) - have a user-friendly website packed with information for OTTs. Here you can find information on the minimum qualifications they will accept which are: a completed pre-service teacher education programme equivalent to a degree and a one year graduate pre-service teacher education programme.
They also have an English Language Proficiency requirement, which are the same as those required by the Victorian Institute of Teachers. However, teacher who complete their teacher training in the following countries are exempt from having to prove their proficiency in English: Australia, Canada, New Zealand, Republic of Ireland, South Africa, the USA and the UK.
The TRB of SA will assess your teaching qualifications themselves. The costs to apply are $AUS 180 plus $AUS 75 for assessing your documentation, plus $AUS 20 for a criminal record check. Coming to a total of $AUS 275.
All application forms are available for download in .pdf format here.
Western Australia College of Teaching - is an independent professional body that represents all members of the teaching profession in Western Australia. The College of Teaching recommends that overseas trained teachers apply for provisional registration in order to get support while familiarising yourself with the Western Australia education system. There are stiff penalties for teaching or employing a person to teach when not registered; starting at $AUS 5000, so getting registered would be a priority!
In order to become registered teachers must
• have completed at least a 4 year degree including a pre-service teacher education programme of at least one year, with a record of successfull teaching practice of 45 days or more and;
• have at least 1 year's full time teaching experience in order to be considered for full registration. If teachers are not able to demonstrate this, then they should apply for provisional registration.
• submit a criminal history record check (or a police clearance certificate) for any country you have lived in for 12 months or more over the period of the last 10 years (or since turning 18, whichever is the lesser). Now the board says that the checks must be less than 12 months old at the time of registration. I suggest you query this, as it would be bizarre to require a new police clearance certificate for a place you lived 9 years ago (and haven't returned to) if you already have an old police clearance certificate. And;
• Teachers must prove they are proficient in English. Teachers who were born in and have received a secondary education in the following countries are exempt from having to provide this evidence: Australia, Canada, New Zealand, Republic of Ireland, the USA and the UK. However, for all other teachers the guidelines for proving your ability to communicate in English are any of the following:
• A level 8 result in an International English Language Testing System (IELTS) test in each section (speaking, listening, reading and writing). For information on where this test can be taken, visit the IELTS website.
• Proof of extensive teaching experience in an English language environment Australia, Canada, New Zealand, the UK, the Republic of Ireland or the USA for at least 2 of the last 5 years.
• A level 4 result in an International Second Language Proficiency Rating (ISPR) test in each section (speaking, listening, reading and writing).
• A result in Band A of the Professional English Assessment for Teachers (PEAT) in each section (speaking, listening, reading and writing).
• A minimum score of 500 in the Test of English as a Foreign Language (TOEFL).
The costs involved in applying for registration in Western Australia are $AUS 50 ($AUS 20 if you supply your own criminal history record) for the application, and $AUS 70 ($AUS 50 if applying for provisional registration) to register for the first year, and $AUS 70 for each year after.
Tasmania Teachers Registration Board - have no information on their website as to what they require teachers to have in order to register. However their downloadable application has sections that are similar to that of the other states. I suggest that you complete the application form and submit it, or contact the board directly.
The costs involved in registering with the Tasmania Teachers Registration Board are $AUS 115 for one calendar year (which unless you state otherwise, is the current calendar year up until December 31st), $AUS 189 for two calendar years and $AUS263 for three calendar years. There is no mention of any other costs for OTTs.
You must be registered with the board in order to teach in either a state or a non-state school in Tasmania.
Teachers Registration Board of the Northern Territory (NT) - is the organisation charged with registering teachers in the NT. They do not have a separate information section for OTTs, but they do have a comprehensive list of requirements that all teachers must meet in order to gain registration.
• Teachers must have completed at least a 4 year degree and a pre-service teacher education programme of at least one year and;
• Teachers must submit a criminal history record check (or a police clearance certificate) to this address and;
• Teachers must prove they are proficient in English. Teachers who have qualified in the following countries are exempt from having to provide this evidence, however, for all other teachers the guidelines are the same as the state of Victoria: Australia, Canada, New Zealand, Republic of Ireland, the USA and the UK.
